Why pixels and not characters
Google fits a title and a description into a fixed width, so what gets cut depends on how wide the letters are, not how many there are. A title full of the letter “i” fits more characters than one full of “W”. Character counts such as 60 and 160 are rules of thumb for that width.
This tool measures your text at the sizes Google uses, 20px Arial for the title and 14px Arial for the description, and compares the result with the width that usually fits. Text that goes over is cut at the last whole word and ends in an ellipsis, as it would be in the results.
How accurate the preview is
It is an estimate. Google does not publish limits, changes its layout from time to time, and shows less of the description on a phone than on a desktop. The budgets used here are 580 pixels for a title, and 920 pixels on desktop or 680 on mobile for a description.
Google also decides for itself what to show. It can rewrite a title, and it often replaces the meta description with a passage from the page that better matches what the person searched for. A snippet that fits is one you have given the best chance of being shown as written.
Writing a title and description
Put the words that say what the page is about at the start of the title, where they survive being cut. Give every page its own title and description. Treat the description as the reason to click: say plainly what the reader will find, in a sentence or two.
